Like China, the international dialing code for Tibet is 86. ICC phone calls can be using phone cards that are available in post offices and China Mobile outlets. Phone cards are usually in amounts of 20, 50, or 100 yuan and can be used for either IDD or DDD calls. China Mobile outlets can be used to make IDD calls which are probably more efficient than DDD calls because they frequently have long delays.

If the area you are in has a China Telecom or China Unicom GSM network, you may be able to use a dual-band international phone with a roaming facility. China Unicom has the cheapest rates per minute at Y2.40 for the US and Y3.60 to Y4.20 to most other countries. Calls within areas of China range from Y0.30 to Y1.50. Pay-as-you-go mobile phones are available as well. Also, satellite phones are usually functional.
