Description of the Element
frel = feature relationship, the element in which the feature's relationship to other features is described. Frel may contain descriptive text and/or linking elements which connect this feature to some other, in this gazetteer or elsewhere. The time element can be used within frel to state a date or date range within which a feature relationship is operative. A linking element is required, but need not be 'follow-able', that is, it need not have an entityref, href, or idref attribute. Text within the linking element may be used to further clarify or explain the relationship
